Kela Well Equipped for Peaks in Demand with RptCompMeas

Kela first adopted RptCompMeas in 2001 to be able to monitor the attainment of goals and objectives set for each service class more effectively. Today, a decade later, the application is also being used to detect deviations and to manage capacity development activities.

Kela provides social security benefits for residents of Finland in all life situations. All residents of Finland, as well as Finns residing abroad who are eligible to Finnish social security benefits, are customers of Kela.

Kela’s main responsibilities include distributing information on benefits and services and conducting research that promotes the development of social security. Kela also compiles statistics, and makes assessments and forecasts needed in monitoring and predicting matters related to benefits and operations. In addition, development of social security legislation belongs to Kela’s scope of responsibilities.

Kela adopted RptCompMeas in 2001. According to Markku Suominen, head of Kela’s IT department, the main reason for taking up the system was the desire to monitor the attainment of the goals and objectives set for each service class. ”We also wanted to monitor the adequacy of system capacity on a regular basis in order to be able to expand our facilities in a structured manner.”

Graphic Reports Point to the Right Direction

When RptCM was first adopted at Kela, reports were produced and used in list form. Graphic reports were taken up in 2009. According to Suominen, the reports reveal deviations effectively. ”Even though we often need to look elsewhere to identify the actual cause of the deviations, the reports point us in the right direction.”

Lasse Järvinen, an expert in measurement and reporting at Kela, praises RptCM’s graphic reports for their clarity. Furthermore, Kela is pleased with the possibility to follow different development trends on the basis of the reports. ”The reports are based on data collected on different classes, which makes it possible to report details as well, and to make changes to load groups. The reports also display endpoint response time distribution, not only the average times.”

The greatest advantage Kela has gained by using the application has been in terms of capacity adequacy assessment. RptCM’s reports help Kela be prepared for peaks in demand, for example. The application is also useful in case of mainframe changes. ”The trend reports facilitate detecting deviations and outlining development,” Järvinen said.

Compact and Cost-Effective Application

Kela’s team is pleased with not only the product but also the service mentality of CompMeas. ”We have received assistance in interpreting the reports whenever needed. In addition, possible errors have been dealt with without delay, and our suggestions for change and development have been attended to rapidly,” Järvinen said.

According to Järvinen, RptCM reports only the essentials from the z/OS environment, which makes interpreting the reports quick and effortless. ”One excellent thing about this application is that it is easy to maintain. I am also very satisfied with RptCM’s cost-effectiveness,” Järvinen stated.

Järvinen also has experience of other applications equivalent to RptCompMeas, but he is especially pleased with the compactness of RptCM. ”RptCompMeas is not a too massive product. It collects only the relevant information, not every minor detail. The reports provide a summary of the essentials effectively.”
